Whereas, pursuant to subsection 5(2) footnotea of the Immigration and Refugee Protection Act footnoteb, the Minister of Citizenship and Immigration and the Minister of Public Safety and Emergency Preparedness have caused a copy of the proposed Regulations Amending the Immigration and Refugee Protection Regulations (Emergencies Act and Quarantine Act), substantially in the annexed form, to be laid before each House of Parliament;

Therefore, Her Excellency the Governor General in Council, on the recommendation of the Minister of Citizenship and Immigration and the Minister of Public Safety and Emergency Preparedness, pursuant to subsection 5(1) and sections 26 footnotec, 32 footnoted, 43 and 53 footnotee of the Immigration and Refugee Protection Act footnoteb, makes the annexed Regulations Amending the Immigration and Refugee Protection Regulations (Emergencies Act and Quarantine Act).

Executive summary
To support the Government of Canada’s response to novel coronavirus disease (COVID-19), the Regulations create new requirements for foreign nationals and employers of temporary foreign workers to comply with federal, provincial and territorial efforts to protect public health. The Regulations also impose consequences on those who breach these new requirements. Amendments also make changes to the inspection process of the employer compliance frameworks.
